Lakin, Roland, Brian 04/2000

Suncock, NH FROM MIKE ANDERSONS WEBSITE before his death:

Roland Brian Lakin portrays himself as a big Gulf War Hero up in Milford, New Hampshire. He tells one and all of his Courage and Valor under fire in Kuwait while assigned to a "High Mobility" Unit. He claims he was in Kuwait for 18 months.

We were first notified about Roland Brian Lakin at the end of April 2000. However, it took several months to coordinate the separate and independent testimony necessary to start our Investigation. To date, we have three people who were willing to sign statements testifying that they personally heard Roland Brian Lakin make his claims of Military Derring-do. One of these people is a Gulf Veteran of the 1st ID, 5/16th Infantry). Roland Brian Lakin is driving this real Gulf Veteran nuts will all his lies and fabrications. The Gulf War Veteran turned to us for help.

Among Roland Brian Lakin's tales of Bravery and Heroism, he was supposed to have been "Shot our of the Sky" by friendly fire, during a night Parachute jump with the 101st. Airborne Division. He says he was "Dragged" over a dune by his chute and not found until the following day. He claims his back was broken and had to be "Fused" as a result of these injuries. He claims that he was a "Mechanic" and was "pulled" for these missions. Further, Lakin claims he was in "Combat" for a year. The Gulf War only lasted 140 days. That's an amazing feat!!

".... Roland Brian Lakin is a pathological liar.... Since this article in April of 2000, he has told many lies, one of them was that he had a brain tumor the size of a lemon and was going through chemotherapy. Every job he has ever had he has purposely gotten hurt so he can go on disability. He has milked the New Hampshire workmen’s compensation for God only knows how much. The closest Roland has ever come to the army was signing up for the National Guard and his MOS was working on generators. He served his minimum time and got out."

He knows what he did, he knows it was wrong, he knows that he violated the trust of many and desecrated the honor of brave men who actually lived the life he claimed to. He knows what we think of phonies and he knows that we now think of him that way and that is the worst punishment possible for him........to know that we simply view him as unworthy of our friendship and that our disgust for his actions is permanent.

No amount of money he makes in the future will ever enable him to forget this. Trust me on this fellas, he's paying the price for his actions and will do so for the rest of his life. S/F"

Purple Heart faked, VA says

By MEGHA SATYANARAYANA
megha@sunherald.com

-- A disabled Biloxi Air Force veteran was one of two men arrested Tuesday on charges of lying about receiving military medals, including the Purple Heart.

The Department of Veterans Affairs filed criminal complaints against Christopher Billeaud, 52, of Biloxi and John Wayne Lebo, 57, of Tylertown. Both men were released on unsecured bonds of $25,000 and $5,000, respectively.

Both face a year in prison and $100,000 fines for each violation.

Billeaud is a veteran of Operation Desert Storm and the Gulf Coast chapter president of the National Defense Transportation Association. He is accused of altering his discharge papers to indicate he received a Purple Heart and Bronze Star and using the papers to get a Purple Heart license plate, which is free of charge for life and does not expire. He is also accused of falsifying his rank, claiming to be a retired chief master sergeant rather than a master sergeant.

Billeaud has been advised not to speak about the case, but his wife, Kathleen, said the charges aren't true, and the whole thing is a big misunderstanding. She said he dived into a foxhole during an attack and sandbags fell on him, breaking his neck. He is 100 percent disabled, according to the VA, and is unable to work. She said the Air Force did not grant her husband the Purple Heart. The VA gave it to him.

"This has been a nightmare," she said. "We have the paperwork to prove the VA awarded him the Purple Heart. The VA notified him, not the other way around."

Lebo was arrested for allegedly altering documents to indicate he received the "Silver Star, Purple Heart for wounds received for action, Airborne Medal and Sharpshooter," during his service in the Army. He used the documents to obtain license plates for eight different cars. Lebo was discharged as a Private E-1 in 1969.

Billeaud's attorney, John Weber, assistant federal public defender, said charges of falsifying military awards are not common. The burden is now on the federal government to prove its case.

The affidavit for Billeaud's case said he told Air Force investigators he did not have a Purple Heart or Bronze Star. He also told investigators he did not know how the Harrison County Tax Collector's Office got copies of his discharge papers, because he never sent them in prior to getting the Purple Heart license plate.

Kathleen Billeaud said the VA sent the papers on his behalf, indicating he was honored with the awards. She said the family has been getting help from U.S. Rep. Gene Taylor to clear an Air Force mix-up that denied him the award for "seeking shelter." She said upon returning home, her husband didn't push for the Purple Heart, she did, because she knows her husband served the country proudly.

"I was on the phone the night of the attack. I heard the SCUD attack, I heard the air raid sirens... and I heard the phone go dead," she said.

2 men arrested for falsely claiming to have Purple Heart medals

The Associated Press

JACKSON, Miss. -- Two men have been arrested for falsely claiming to have been awarded Purple Heart medals for injuries in combat, U.S. Attorney Dunn Lampton said.

Lampton said in a news release that Christopher Billeaud, 52, of Biloxi and John Wayne Lebo, 57, of Tylertown were both arrested Monday.

The two are charged with using falsified records to obtain Purple Heart license plates for their vehicles. Purple Heart tags are provided free of charge to military veterans who earned the medal.

Billeaud was released on a $25,000 bond after appearing Tuesday before U.S. Magistrate Judge John Roper in Gulfport, Lampton said. Lebo posted a $5,000 bond after a hearing before U.S. Magistrate Judge Michael T. Parker in Hattiesburg.

Lebo's attorney, John Weber III, was unavailable for comment.

Kathleen Billeaud, the wife of Christopher Billeaud, who served in the Air Force during the first Iraq war, said the government is mistaken.

"My husband did not falsify anything. Sandbags collapsed on his neck during a scud (missile) attack, and his neck was broken," she said. "I have the documentation right in front of me to prove it."

U.S. Air Force investigators went to the Billeaud home in April 2007 over allegations that he was claiming to be a chief master sergeant when he retired as a master sergeant, according to court papers.

One of the officers noticed that a vehicle parked at Billeaud's home had a Purple Heart license plate.

Court records say that Billeaud told the investigators he had not received a Purple Heart.

Kathleen Billeaud said her husband has been recognized by the Department of Veterans Affairs and the head of Keesler Air Force Base hospital as receiving a Purple Heart but not by the U.S. Air Force.

She said the Air Fore recognizes his disability but said there was some discrepancy on how he was injured.

"He's partially disabled," she said. "How can he have these injuries and they are not service related?"

Billeaud denied providing the Harrison County tax collectors office his discharge letters and does not know how they received them, records show.

Lebo served with the U.S. Army from 1967-69 as a firearm instructor. According to court papers, along with fraudulently claiming a Purple Heart, Lebo altered his discharge papers to show he had received a Silver Star, Airborne Medal and Sharpshooter.

He first obtained a Purple Heart License plate in 1999. Lebo's alleged phony discharge papers were discovered after an investigator compared his original forms with the ones he used in Walthall County in order to obtain the Purple Heart license plate.

"It's not just about earning the tag, but when you have a Purple Heart, you get priority treatment at V.A. medical centers," Assistant U.S. Attorney Ruth Morgan said.

"When this happens, you cheat true veterans that need treatment for their wounds suffered in combat."

Falsely claiming war medals is a misdemeanor punishable by up to one year in jail and a fine of up to $100,000.

LEE, T.  RAFAEL 07/2008 PA
Real heroes don't take phonies lightly
Tuskegee airmen unhappy over false claims by New Castle man, 82
Sunday, July 27, 2008

Ed Sorace, a wounded Vietnam veteran and retired Pittsburgh police sergeant, knew immediately that something wasn't right.

At the June 29 rededication ceremony of the Boulevard of the Allies, Downtown, he watched as a short, elderly man sporting a fancy blue uniform and a chest full of medals maneuvered through the crowd "like a dignitary."

T. Rafael Lee wore the Air Medal, Combat Infantryman Badge, Armed Forces Expeditionary Medal and some other decorations, including the Navy SEAL trident commonly called the "Budweiser."

"That's the one that got my attention," said Mr. Sorace, 60, of Brookline. "I thought, 'Wait a second. How ... could he have been all these things?' "

Mr. Sorace then watched as Mr. Lee took the stage, where Brig. Gen. William Waff of the 99th Regional Readiness Command in Coraopolis honored him as a World War II fighter pilot with the famous all-black Tuskegee airmen.

Afterward, Mr. Lee approached and started talking about the military.

"I said, 'I got shot twice in Vietnam, I don't want to hear your stories,' " said Mr. Sorace. "I just walked away."

Mr. Lee, 82, of New Castle, moved on to regale others of his exploits, just as he'd done just a few days before at the Senior Men's Club at the Sewickley YMCA.

There, he appeared in uniform and talked for 45 minutes about his missions with the 99th Fighter Squadron, saying, according to a newspaper account, he was "just happy that I'm breathing and alive."

That's a bit less dramatic than it sounds, however, because Mr. Lee was never a combat pilot. He was never an airman of any kind. In fact, records show he never even served in World War II.

By charm and sheer brazenness, he's been able to trick everyone from the University of Pittsburgh to the Senator John Heinz History Center and the Post-Gazette into thinking he's a Tuskegee hero.

That's something the real Tuskegee airmen, black pilots who trained at Tuskegee Institute in Alabama when the armed services were still segregated, don't take lightly. At least 66 of them died in combat.

"It really infuriates us when we see people like this trying to rob us of our heritage," said Ron Brewington, public relations officer for Tuskegee Airmen Inc., which held its annual convention last weekend in Philadelphia.

Among various claims of military service in four wars, Mr. Lee insists he shot down two German fighters. In fact, he wasn't even 18 by the time the war ended in 1945.

"I'm not trying to boast anything," he said last week, sitting on the porch of his trash-strewn house and poring over his medals. "If they don't want to recognize me, fine. I did a job that I'm proud of."

The Tuskegee airmen keep a list of every pilot who shot down German planes. Mr. Lee isn't on it. Nor is he on any other list of Tuskegee airmen, which, in addition to the pilots, included thousands of ground support personnel.

"He's full of [it]," said William Holloman, 83, of Seattle, the historian for Tuskegee Airmen Inc. "I know every pilot that graduated from Tuskegee. He's not one of them. I do not like liars and wannabes. Ever since we got the Congressional Gold Medal [in 2007], these guys have been coming out of the woodwork."

Mr. Lee's motive for masquerading isn't clear, but military impostors tend to favor branches of the service with a certain elan.

The elite Navy SEALs are a prime example. So many men have passed themselves off as SEALs that a group of real ones created an outfit called VeriSEAL to expose fakers. They say they've outed 10,000 or so since 1992.

Mr. Lee says he's also a SEAL. But Steve Waterman, who works with VeriSEAL, said he's lying and could be prosecuted for wearing the Budweiser.

Recent fame for fliers

The Tuskegee airmen have gained fame in recent years, not only for their heroism in the skies over Europe but also because they disproved the 1940s perception that black pilots were inferior.

Their story hit the mainstream with "The Tuskegee Airmen," a 1995 HBO movie. Last year's Congressional Gold Medal, presented by President Bush, raised their profile even more. Interest will surely peak again with the release of "Red Tails," a big-budget George Lucas movie in the works.

Locally, WQED produced "Fly Boys: Western Pennsylvania's Tuskegee Airmen," which aired in February. Mr. Lee attended two events announcing the release of the film.

"Unfortunately, there are folks who do this. It's an ego trip," said Charles McGee, 88, of Bethesda, Md., a Tuskegee fighter pilot who also flew in Korea and Vietnam.

Like the SEALs, the airmen try to keep track of pretenders. At last year's convention in Dallas, they added to their bylaws a requirement that members present documentation to be considered a "DOTA," or Documented Original Tuskegee Airman.

When he became head of public relations four years ago, Mr. Brewington scoured the list of 2,000 members and said he found quite a few impostors. He said he can usually pick out a phony.

"I always ask them the same question: 'Excuse me, sir, what is Chehaw?' If you can't answer that, you weren't an airman."

Airmen headed to Tuskegee Army Air Field disembarked at the train station in Chehaw, Ala.

Asked about the name, Mr. Lee hesitated at first, saying he'd heard the name, and then did identify it as a rail depot.

But the airmen also say anyone can study Tuskegee history and arm themselves with enough history to sound credible.

Tuskegee impostors pop up everywhere. Last year, the Buffalo News wrote about John Elias, 83, who told some black city high school students about his experiences.

"If I can do it, so can you," he said in encouraging them to overcome low expectations facing young black people.

Mr. Brewington saw the story and searched the airmen lists.

"I didn't find the guy," he said. "As Marvin Gaye would say, 'What's goin' on?' "

Mr. Brewington called the paper to say the man was a fake and then confronted Mr. Elias, who, he said, "stuttered and stammered but didn't have an explanation." The reporter who wrote the story said last week his paper chose not to do anything because Mr. Elias was old, possibly senile and hadn't been running around bragging.

A few authentic airmen agree that's sometimes the best approach. If a pretender isn't making money from the ruse, why not let him enjoy his fantasy?

But most consider fakers an insult to their legacy.

"I ask them, 'Why are you trying to rob the honor of these men?' You never get an answer," said Mr. Brewington. "They need to stop telling people they're heroes. It really makes us sick to see it."

It's also a crime. Under the Stolen Valor Act, signed by President Bush in 2006, impostors can be prosecuted for wearing medals they didn't earn or bragging about having won decorations.

Even before the law was passed, the FBI went after posers. The U.S. attorney's office in Pittsburgh in recent years has prosecuted two men for impersonating an officer. Both received probation.

Now phonies can end up in prison.

Mr. Lee has appeared in at least two uniforms covered with medals, campaign ribbons and badges. At the men's club speech in Sewickley, he wore the same blue outfit that he wore at the Boulevard of the Allies event, complete with a beret featuring a lieutenant colonel's silver oak leaf.

"He came across as being real, that's for sure. He was convincing," said Ryan Burdick, 60, of Franklin Park, whose father was a B-17 pilot.

'Not good with dates'

Mr. Lee has made numerous claims over the years and continued to do so in a lengthy interview last week. At various times he's presented himself as a lieutenant colonel, a captain, a major, a sergeant and a military attache for the U.S. State Department.

He said he started training to fly at an air base in New York "before Hitler did his thing" in launching the blitzkrieg in 1939, although that means he would have been 11 or 12 years old. As a Tuskegee pilot, he said, he had to compensate for his lack of height. He stands about 5 feet 5 inches.

"I was the littlest thing there," he said. "I had to get an extra little cushion to set on the seat so I could see out the cockpit."

He said he later served in Korea, and as a Special Forces adviser in Vietnam and as an officer in the invasion of Panama in 1989, when he would have been in his 60s.

Two fingers on his right hand are missing. He said he lost them to rounds from an AK-47 while trying to pull someone else from the line of fire during the Panama campaign.

Yet he told the men's club in Sewickley that he lost the fingers in World War II. He could only recall the Panama mission as "Operation something-or-other" and he couldn't remember the year.

"I'm not good with dates," he said.

Records from the National Personnel Records Center in St. Louis show that Mr. Lee is indeed a veteran. He was a private in the Army from 1948 to 1956 and served in Korea. At the time of his discharge, he was assigned to the Signal Corps.

More detailed records were destroyed in a 1973 fire at the center, a fact that others have relied on to bolster false claims. But center officials said that while many records are incomplete, basic information about military service remains.

Mr. Lee has presented several documents to make his case, including a purported honorable discharge certificate and two documents called "certification of military service."

Yet the papers contain misspellings, handwritten corrections and dates that don't match various resumes he has also prepared.

For example, on one resume he said he served in the military from 1946 to 1990. On another, he said he served as an attache with the State Department "Special Action Force" from 1990 to 1997, overseeing a "16-man tent hospital" at U.S. embassies around the world. There is no such thing as the Special Action Force.

Red flags

Mr. Lee says he was born on Guadeloupe in the French West Indies and has no family in the area beyond his 97-year-old mother. His neighbors say he keeps to himself. He changes his stories so often it's hard to pin him down.

"I'm trying to stay low-key," he said. "I'm not trying to exploit anything. I'm not trying to pretend anything. I am an airman. I am a pilot."

He seems to have fooled many people mainly because of his relationship with Regis Bobonis Sr., a former editor of the Pittsburgh Courier and reporter for the Post-Gazette who is vice president of the Daniel B. Matthews Historical Society in Sewickley.

Five years ago, the society announced that it was looking for airmen from Western Pennsylvania to be featured in a WQED documentary.

"He contacted me and said, 'I'm one, too, I'm for real,' " said Mr. Bobonis. "So I got out my pilots' list. He's not on there. So I said, 'Show me some documentation.' "

Mr. Bobonis also checked with the U.S. Park Service, which runs the Tuskegee museum. The service said it had no record of Mr. Lee but also said its records aren't complete and that officials would have to do more research.

Mr. Lee gave Mr. Bobonis three pieces of "evidence" he said proved he was an airman: a picture of himself in an Army uniform bedecked with medals; a picture of two airmen, apparently from a book, one of whom Mr. Lee said is him; and a picture of a plane under which Mr. Lee had written his name. He also presented some medals, including the Distinguished Flying Cross.

Mr. Bobonis said there were enough "red flags" about Mr. Lee that he didn't recommend to WQED that he be included in "Fly Boys." But Mr. Bobonis did put him on a master list of Western Pennsylvania airmen.

At two high-profile events announcing the film in February -- a screening organized by the University of Pittsburgh at Soldiers & Sailors National Military Museum and Memorial and a program called "A Gathering of Eagles" at the Heinz History Center -- Mr. Lee was listed in the official programs.

He showed up as a guest, had his picture taken with real airmen and sat at a table with them.

None recognized him, but they said that was not unusual at airmen gatherings.

"There were a lot of people you wouldn't know," said William Hicks, 87, of Homewood, an airman who stood near Mr. Lee for a photo that ran in the Pitt Chronicle, a university publication, and in the Post-Gazette. "You could be standing right next to someone and not know them."

Mr. Bobonis, whose Sewickley condo features ceramic statues of Tuskegee airmen that Mr. Lee gave him, also presented Mr. Lee as a guest speaker at the Sewickley men's club.

And he was the source of a biography on Mr. Lee which the organizers of the Boulevard of the Allies event gave to Gen. Waff before the general paid tribute to the airman who never was.

"I'm shocked and disappointed," said Mr. Bobonis. "What does he get out of this? He's kind of a Walter Mitty. There's never an excuse for lying. It's always pointless."

Levy, Robert William  09/2006 Atlantic City, New Jersey Ex-AC mayor gets probation in war lies case
Associated Press - July 25, 2008 2:33 PM ET

CAMDEN, N.J. (AP) - A former mayor of Atlantic City, New Jersey, has been sentenced to three years' probation.

A federal judge has also ordered Robert Levy to pay a $5,000 fine for lying about his Vietnam War service in order to pad his benefits check.

Levy was also ordered to repay the $25,000 in extra benefits he'd received as a result of the lies.

Levy dropped out of sight for two weeks last fall. He stepped down as mayor last October, after admitting his absence was to attend a clinic for treatment of substance abuse and mental health issues.

Levy later admitted to lying about what he did in the war in order to obtain the extra benefits.

During today's hearing, the judge said Levy unquestionably suffers from post-traumatic stress disorder but that he continues to exaggerate his military service.

Atlantic City Mayor Robert Levy Resigns After Disappearing From Public Eye

Wednesday, October 10, 2007

The mayor of Atlantic City has handed in his resignation, after he vanished for two weeks amid allegations that he lied about his military service and illegally collected veterans' benefits, his attorney said Wednesday.

Levy's departure is effective immediately, according to lawyer Edwin Jacobs. The missing mayor resurfaced Tuesday after returning home from a stay at a psychiatric and substance abuse center.

In a statement Wednesday, Jacobs cited "multiple health problems" as a factor in Levy's resignation, but did not provide further details on the nature of his client's condition.

Levy has been under federal investigation for embellishing his Army service in Vietnam.

"The circumstances surrounding his resignation include multiple health problems, but were precipitated by a pending Federal Department of Veterans Affairs investigation," Jacobs said.

Last fall, the Press of Atlantic City reported that the Vietnam veteran's claims that he was a member of the Green Berets were untrue. He apologized, but federal authorities have been looking into whether the 64-year-old Levy made that claim to increase his veterans' benefit payments.

Jacobs said in the statement that the mayor was in discussions with the U.S. Attorney's office about resolving the investigation in a "fair and expeditious" way. Levy allegedly took in about $25,000 in extra benefits payments as a result of the falsification.

No part of the investigation includes allegations of Levy's abuse of his position as mayor, his lawyer said.

Levy served in the United States Army for 20 years, from 1964-1984, completing two tours of duty in Vietnam, according to Jacobs. He received multiple medals, awards and citations for his service.

"The pending investigation has called into question two of those awards, neither of which appear to be supported by an appropriate military order," said Jacobs.

Members of the city council had asked a judge to declare the mayor's office vacant and clear the way for the council president William "Speedy" Marsh to take over as interim mayor.

The councilman met with his lawyer Tuesday and prepared to take office "immediately" should Levy's office become vacant, said Marsh's Atlantic City attorney James J. Leonard Jr.

Levy — who was missing for almost two weeks — was at home after leaving a Somerset County clinic known for treatment of substance abuse and mental health issues, according his lawyer.

Tuesday's revelation about Levy's whereabouts came after a brief conference with a state judge, who scheduled a Friday hearing to discuss a request by a city councilman to declare that the mayor had abandoned his office. Such a declaration would clear the way for Marsh to step in.

Levy's lawyer told reporters the mayor checked himself into the Carrier Clinic in Belle Mead on either Sept. 26 or 27. The mayor was last seen in public on Sept. 26 when he signed several ordinances at City Hall.

That was the same day city officials said the mayor told them he did not feel well, and would be absent for an unspecified time on medical leave.

Jacobs said the mayor has been home from the clinic since Thursday, but would not say what he was treated for. A phone message left at Levy's home was not returned.

According to the clinic's Web site, the facility "is a private, not-for-profit behavioral health care system founded in 1910 that specializes in psychiatric and addiction treatment."

"At Carrier, hospital stays tend to be brief, with the goal of crisis intervention, medical stabilization and transition to the next appropriate level of care," the facility says on its site. "Treatment teams consist of a psychiatrist, psychiatric nurse, licensed clinical social workers, allied clinical therapists and certified addiction counselors."

DA: Man Posing As Soldier Rips Off Insurance Companies

Authorities Say Man Swindled Companies Out Of Nearly $30,000

POSTED: 1:29 pm EST November 13, 2007
UPDATED: 1:58 pm EST November 13, 2007
A Philadelphia man was charged with a combined 100 counts of insurance fraud and theft by deception after authorities said he ripped off several auto insurance firms over the last eight years.

District Attorney Lynne Abraham and Linda Perkins, chief of the insurance fraud unit, said Keith Lewis, 41, of the 5400 block of Erdrick Street, ripped companies off of nearly $30,000 by purchasing car insurance with insufficient funds, filing a quick claim and collecting before his check bounced.

The District Attorney's office stepped in after Progressive Insurance denied four such claims and reported Lewis to authorities.

Investigators subsequently uncovered 70 additional insurance claims involving Lewis (from 1999 to July 2007) filed with various insurance companies including AIG, Allstate, Geico, Progressive, Safe Auto, Safeco, and Unitrin Direct.

On 60 occasions, Lewis obtained an insurance policy with a fraudulent down payment, and within days of supposedly purchasing coverage, filed an insurance claim alleging minor damage to one of several insured vehicles, authorities said.

In all instances, he sought a quick settlement of the claim clearly in an effort to obtain payment before the insurance company discovered that they had not received a valid premium payment, according to a news release.

Authorities also discovered that Lewis’ claims relied on preexisting damage to his vehicles.

They uncovered documented 40 phony claims on Lewis’ 2002 Ford Explorer, 11 phony claims on his 1997 Chrysler Town and Country, six phony claims on his 2001 Mitsubishi Eclipse and five phony claims on a 2000 Toyota Camry owned by his girlfriend.

Lewis is also suspected of using 22 of the claims to get coverage using the identity of an innocent victim.

This identity fraud victim did not know Lewis and was unaware that his identity had been compromised.

Lewis also repeatedly identified himself as a police officer, an accountant, a bounty hunter, a bank manager, a salesman and entertainment business person.

It is alleged that in an effort to expedite one of his many claims, Lewis posed as a soldier in the armed services facing immediate deployment overseas. Authorities found he is not in the United States military.
